# Promotional Material
Among the research files of [[Danny Casolaro]], who was found dead in Martinsburg, West Virginia, on August 10, 1991, is a folder labeled "Promotional Material." Its five items are hand-numbered "BD|AI|PM-01" to "PM-05." In the order in which the folder was photographed they run: a sales sheet of the Chilean arms maker [[Industrias Cardoen]], a printed page on fuel-air munitions, a [[Brunswick Corporation]] cover sheet and drawing, the resume packet of [[Counter Terrorism Consultants, Inc.]], and a brochure for an energy-transfer device called the Inter-Probe.[^1]
The Cardoen sheet states that the company "initiated the manufacture of military products in 1978" and that "several export transactions have been successfully completed with ally countries." Its product list includes a "Cluster type bomb" in 100-pound and 500-pound sizes.[^1] In October 1991 the [[Senate Select Committee on Intelligence]] reported that the CIA had believed Cardoen to be "the primary supplier of cluster bombs to the Iraqi government" between 1984 and 1988. From January 1986 until his death in January 1988 [[James D. Theberge]], ambassador to Chile from 1982 to 1985, sat on the CIA's Senior Review Panel while consulting for [[Swissco Management Group]], "a subsidiary of Cardoen Industries of Chile," a tie he disclosed to the agency in December 1985.[^2]
The Brunswick sheet reads "RAW / Rifleman's Assault Weapon / for / Urban Warfare / October 1976," from the company's defense division at Costa Mesa, California, and is marked "PROPRIETARY DATA."[^3] The CTC packet was faxed on June 20, 1990. It lists the BCCI defense coordinator [[E. Lawrence Barcella, Jr.|E. Lawrence Barcella]], a [[Wackenhut Advanced Technologies Corporation]] vice president and an unnamed former CIA counterterrorism chief.[^1]
In another folder of the same papers, a *St. Louis Post-Dispatch* clipping of February 19, 1991 reports an affidavit by [[Ari Ben-Menashe]] stating that [[Carlos Cardoen]] told him in January 1989 that he had brokered a sale of [[PROMIS]] by [[Earl Brian]] to an Iraqi military intelligence representative, consummated in Santiago. Brian called the allegations "nonsense."[^4]
On May 26, 1993 a federal grand jury in Miami indicted Cardoen, his company and Swissco over zirconium and fuze components exported to Chile for cluster bombs sold to Iraq.[^5] On January 31, 1995 [[Howard Teicher]], who had served on the National Security Council staff from 1982 to 1987, signed a declaration in the case stating that "the CIA authorized, approved and assisted Cardoen in the manufacture and sale of cluster bombs." The declaration was sealed.[^6]

# The Safeguards Company
The Nuclear Surveillance and Auditing Corporation, established in 1968 to audit fuel fabrication and reprocessing, was headed by [[Ralph F. Lumb]], who had chaired the [[Atomic Energy Commission]]'s ad hoc committee on safeguarding special nuclear materials. Renamed NUSAC in 1975, it hired a former head of security at the commission's Savannah River operations office, and in 1979 a computer security manager from the [[Defense Intelligence Agency]]. By 1980 its security divisions listed the [[Nuclear Regulatory Commission]], the [[Department of Energy]] and the [[United States Navy]] as clients.[^1]
On December 28, 1978 the [[Wackenhut Corporation]] bought NUSAC's assets, and a Florida subsidiary was filed the next day at Wackenhut's Coral Gables headquarters. "NUSAC is and will remain an independent firm," [[George R. Wackenhut]] was quoted as saying. Its board in late 1979 was George Wackenhut as chairman, Lumb, [[Robert E. Miller]] and Dr. [[Myron S. Malkin]], then director of the [[National Aeronautics and Space Administration|NASA]] Space Shuttle program.[^1][^2]
In April 1981 [[Robert Frye]], president of Wackenhut Services, Inc., and Tribal Chairman [[Arthur Welmas]] signed the joint venture between Wackenhut and the [[Cabazon Indian Reservation|Cabazon]] band.[^3] A letter over Welmas's name on Cabazon Arms letterhead, Indio, describes a planned "new assault weapon, which would have unique characteristics, including an adjustable cycle rate of fire and a laser sighting system." The names that follow the signature are Peter Zokosky, Bob Frye, Dr. Myron Malkin, Colonel Glade Flake, John James, Bruce James, John Paul Nichols and Wayne Reeder. Whether the Dr. Myron Malkin of the letter is the NUSAC director is not established in the records.[^4]
On May 8, 1984 NUSAC, Incorporated became Wackenhut Advanced Technologies Corporation, at [[Reston, Virginia]], absorbing three other Wackenhut security divisions. Its president was [[Ralph E. Caudle]], a retired Air Force colonel who since 1981 had headed the Department of Energy Office of Safeguards and Security, responsible for the protection of nuclear weapons materials and facilities and all of the department's classified information.[^2][^5] In 1985 the new company was selected to draw up the conceptual design of the security system for the nuclear device assembly facility at the [[Nevada Test Site]], and in 1986 to engineer it.[^6] The Wackenhut-Cabazon joint venture ended on October 1, 1984.[^7]
From September 1987 its vice president for national security studies was [[James B. Motley]], a retired Army colonel, whose resume appears in the June 1990 packet of [[Counter Terrorism Consultants, Inc.]][^8] Renamed the Wackenhut Applied Technologies Center in January 1990 and moved to Fairfax, it had by then a Defense Systems Analysis Group whose clients included the Army Survivability Management Office, and whose staff, the parent's annual report states, "apply their skills and background in military operations, requirements and intelligence to support the Department of Defense."[^2][^9] Wackenhut's annual reports describing this work are among the papers of [[Danny Casolaro]].[^6][^9]
In March 1993 the report of Special Counsel [[Nicholas J. Bua]] on the [[INSLAW]] matter stated that the Wackenhut-Cabazon joint venture had no employees and that "the only individual employed by Wackenhut was Frye."[^3] Wackenhut's annual report for 1994 states that the Applied Technologies Center was sold or discontinued in 1993. The State of Florida dissolved the corporation on August 26, 1994.[^2][^10]
