The Office of Crime Analysis, Government of the District of Columbia seems to have been a very small governmental research group.
[[Joan E. Jacoby]] was Director during 1969 when she commissioned the initial [[PROMIS]] system for the [[U.S. Attorney's office]] via an [[LEAA]] grant. She remained director at least through 1972[^1]
