Bernard Weinstein, born in France, relocated to Belgium in the early 1990s and became a close associate of [[Marc Dutroux]] in criminal activities centered on auto theft and child trafficking. A drifter with a record for petty crimes, Weinstein collaborated with Dutroux in late 1995 on a scheme involving the kidnapping of three teenagers who had stolen a truck for them, leading to Dutroux's December arrest when one victim escaped and reported the incident. Prior to this, in November 1995, Weinstein witnessed abuses of captives [[An Marchal]] and [[Eefje Lambrecks]] held upstairs at Dutroux's Marcinelle home, as their basement dungeon contained [[Julie Lejeune]] and [[Melissa Russo]]. Dutroux drugged Weinstein with a sedative during a fishing trip, bound him, and buried him alive at a Sars-la-Buissière property, where his body was exhumed on September 16, 1996, alongside those of An and Eefje, showing signs of asphyxiation from the shallow grave.[^1]
Bernard Weinstein, a national of a European Union country holding a Belgian residence card, lived at Jumet, near Charleroi. In May 1994, after the national employment office suspended his unemployment benefit for 26 weeks, he applied to the Charleroi public welfare center (CPAS) for the minimum income, which he received from May 20 to July 31, 1994; under the welfare-to-work provisions of the CPAS law he then worked as an electrician at the Jumet civil hospital from August 1 to September 15, 1994. The parliamentary commission examined whether he had been protected in obtaining the job, including a letter to him from the then burgomaster of Charleroi informing him that he had been hired as a skilled worker following the burgomaster's intervention; it found that such letters were sent pro forma to everyone hired through the program, that more than 2,000 people were in the same situation, and that there was no evidence of special protection.[^3]
Weinstein worked as a video copier at SPRL Video Promotion in Charleroi, processing tapes that potentially included child pornography produced by Dutroux, aligning with seized materials like rape videos and equipment returned to [[Michelle Martin]]. A note addressed to Weinstein, signed "Anubis," was found in his cabin, referencing a "feast" and "high priestess present," linking to the [[Abrasax Institute]] raided in December 1996, though Weinstein's connection remained unclarified before his death. His murder eliminated a witness to the network's operations coordinated with [[Jean-Michel Nihoul]] via [[ASCO]] vehicles for abductions.[^1]
### Surveillance, 1995
The Sars-la-Buissière site, owned by Dutroux, served as a burial ground for victims and accomplices, with Weinstein's shallow grave covered in concrete, discovered post-arrest on August 13, 1996, triggered by [[Laetitia Delhez]]'s witness plate. Autopsy confirmed drugging and suffocation, consistent with Dutroux's method to silence threats, as Martin later testified Weinstein knew of the captives during his visits.[^1]
An informant report of August 10, 1995, said that [[Marc Dutroux]] spent much time with a man of about 35 who drove an old blue Ford Fiesta, and a witness to the abduction of [[Julie Lejeune]] and [[Melissa Russo]] at Grâce-Hollogne recognized that type of car.[^2] A report of the gendarmerie's observation unit (POSA) of August 30, 1995, described Weinstein and Dutroux driving to Sars-la-Buissière, where Dutroux took a van, and then to 63 rue Daubresse, where they received a brief visit from a man in a blue Volkswagen Jetta accompanied by a little girl; the Fiesta then took Dutroux back to Marcinelle. On September 4 the gendarme [[Rene Michaux]] identified Weinstein as the Fiesta's owner in the national register. The commission found that Michaux had received very important information on Weinstein up to three times in a month and had limited himself to a simple identification, "contrary to the most elementary police logic," despite "the worrying appearance of a little girl" with Dutroux and Weinstein.[^3]
### Criminal Involvement
Weinstein assisted Dutroux in the truck theft operation, kidnapping the three teens to extract a stolen vehicle, one of whom fled to police, prompting searches of Dutroux's home where basement screams from Julie and Melissa were ignored by Inspector [[Rene Michaux]]. Weinstein's video processing role at SPRL involved duplicating materials, potentially including Dutroux's rape tapes labeled over films like Laurel and Hardy, sold to clients through Nihoul's contacts. His presence at the Marcinelle home in November 1995 exposed him to the upstairs holding of An and Eefje, restrained after their August 22 abduction under Othello surveillance.[^1]
On November 5, 1995, at Jumet, Dutroux and Weinstein were involved in the theft and sequestration of three adults, the subject of a file of the Charleroi investigating judge Lorent against both men. On the night of November 4 to 5 the Charleroi municipal police freed the sequestered people from the chalet next to Weinstein's own uninhabitable one, which he occupied, and an officer found audio cassettes there, one of them a recording of a television news broadcast on the disappearance of Julie and Melissa; having nothing to link Weinstein to child abductions, the police left the cassettes in place.[^3] When Dutroux was arrested on December 13, 1995, Weinstein was listed as a fugitive and reported to the national criminal intelligence bureau.[^2]
The November murder followed Weinstein's knowledge of operations, including the dungeon built in 1993 with [[Claude Thirault]]'s labor, used for [[Sabine Dardenne]] and Laetitia's confinement. Weinstein's collaboration extended to logistics, though details emerged post-mortem via Martin's accounts of his visits and the Abrasax note suggesting cult ties. Phone records and financial trails linked payments from Nihoul to Dutroux's accounts, funding activities Weinstein supported before elimination.[^1]
### Death
Weinstein's death preceded Dutroux's auto theft conviction, during which Martin fed basement girls minimally, leading to Julie and Melissa's demise. The grave's location near other burials indicated a disposal pattern, with concrete slabs hiding evidence until exhumation under Judge [[Jean-Marc Connerotte]]'s probe, which faced interference before his 1996 removal.[^1]
Weinstein's body was found at Dutroux's property at Sars-la-Buissière, where the bodies of Julie and Melissa were found in August 1996.[^4] At the trial in Arlon, Dutroux asked for "justice" for his friend Weinstein, who he said had been killed by one Gérard Pinon; on June 17, 2004, the jury found that Dutroux himself had sequestered, tortured and murdered him.[^5] Dutroux also said at the trial that Weinstein and [[Michel Lelievre]] had come to take away [[An Marchal]] and [[Eefje Lambrecks]] from his house in 1995.[^6]
### Connections
Weinstein connected to Dutroux through shared criminal ventures in Charleroi's underworld, including theft rings overlapping with Nihoul's fraud history. The Abrasax note implicated ties to Francis Desmedt's group, investigated for rituals but tipped off before full searches. Weinstein's video work linked to broader distribution, with tapes seized containing elite spectators per FBI analysis. His murder silenced potential testimony on [[An Marchal]] and [[Eefje Lambrecks]]' abuses, witnessed during captivity.[^1]
### The Cabin Note and the Video Work
Martin's statements placed Weinstein at the home amid operations using ASCO vans for victim transport, with over twenty calls between Dutroux and Nihoul coordinating sales. The Sars-la-Buissière property tied Weinstein to disposal sites, exhumed alongside victims whose cases involved [[Regina Louf|Regina Louf]]'s allegations of elite parties. Weinstein's French background and drifter status facilitated low-profile involvement until Dutroux's silencing.[^1]
Investigators noted Weinstein's cabin contained the Anubis note, leading to Abrasax raids uncovering police members, though no direct Weinstein links surfaced. His elimination paralleled over twenty witness deaths, including [[Gina Pardaens-Bernaer]], amid probes into [[Paul Vanden Boeynants]] and [[Baron Benoit de Bonvoisin]].[^1]
### Legal Outcome
Weinstein faced no charges, murdered before December 1995 arrest on auto theft. Dutroux confessed to the killing during 2004 trial, receiving life for murders including Weinstein's, confirmed by autopsy showing sedative and burial trauma. The case integrated into Dutroux affair, with Weinstein's death highlighting accomplice risks in Nihoul's network, acquitted of key counts despite evidence.[^1]
Posthumous findings from the grave and cabin informed Connerotte's investigation, removed in 1996 sparking White Marches. Weinstein's video role suggested snuff production ties, but no prosecutions followed his elimination, leaving connections to Abrasax and SPRL unresolved amid institutional delays under [[Melchior Wathelet]].[^1]
Weinstein was said to have come to Belgium from France in the early 1990s and to have witnessed the abuse of An and Eefje at Marcinelle, and Dutroux to have drugged him on a fishing trip in November 1995 and buried him alive. He was said to have worked copying videos for SPRL Video Promotion in Charleroi. A note addressed to him and signed "Anubis," found in his cabin, referring to a "feast" with a "high priestess present," was said to link him to the [[Abrasax Institute]] of Francis Desmedt, raided in December 1996. His death was placed among more than twenty deaths of witnesses in the affair, including that of [[Gina Pardaens-Bernaer]], and connected to the network of [[Jean-Michel Nihoul]] and his company [[Achats Services Commerces|ASCO]].[^1]

Rev. Claudius Vermilye was an ordained Episcopal priest known by the alias Father Bud. He owned and operated [[Father Bud's Boys Farm]] in Monteagle, Tennessee, as a foster home for boys. Juvenile delinquents were sent to the farm by youth corrections and welfare agencies in Tennessee.[^1]
The Rev. Claudius I. (Bud) Vermilye Jr., known as Father Bud, was an ordained Episcopal priest and formerly the rector of the Episcopal church at Alto, Tennessee. In 1971 he founded Boys Farm, Inc. ([[Father Bud's Boys Farm]]), in the Roarks Cove community near Alto, as a rehabilitation center for wayward boys; the boys were sent there by the state correction department, juvenile authorities and welfare agencies, and the farm was partly financed with state and county funds.[^2][^3][^4] After an appearance on the *Today* show by the investigator [[Kenneth Wooden]], author of *Weeping in the Playtime of Others,* Vermilye contacted him and asked for his help in obtaining a boy from the State of Tennessee.[^5]
Claudius Vermilye established [[Father Bud's Boys Farm]] as a rural foster home incorporated under [[The Church of New Revelation]] in [[New Jersey]]. The farm served as a placement for troubled boys from state agencies, providing a supposed rehabilitative environment on his property. Vermilye, as the ordained Episcopal priest and owner, positioned the operation as a legitimate youth welfare program.[^1]
Vermilye was divorced and the father of five sons. His eldest son, aged 22, disappeared on July 5, 1974; his car was found several days later behind the student union building of the seminary at Sewanee and his empty wallet on Alto Road. Vermilye told the authorities he was "absolutely certain" his son had been killed and buried in the Roarks Cove area and ran newspaper advertisements offering a reward. After the charges against him, Tennessee investigators said they regarded the disappearance "with a different light," although they could establish no link; "To us he's still just a missing person," said Pete Bouldin of the district attorney general's office.[^3]
### Criminal Activities
Boys at [[Father Bud's Boys Farm]] were supplied with drugs and alcohol to make them pliant for participation in orgies. These orgies were filmed and photographed, with the materials distributed to a mailing list of sponsors. Sponsors could pay additional fees to arrange personal visits to the farm for direct access to the boys.[^1]
### The Raid and the Trial
Vermilye's operation at [[Father Bud's Boys Farm]] sent filmstocks to [[Gerald Richards]] for development and distribution through networks including MAIL-O-MATIC in [[North Carolina]] and F&S Distributors in California as early as July 1976. The farm was raided by authorities on November 10, 1976, leading to the discovery of its links to child pornography distribution. On November 11, 1976, the Detroit Free Press reported the farm as a national porno hub.[^1]
Films found in the possession of the Michigan photographer [[Gerald Richards]] at his arrest in July 1976, and films seized in the [[New Orleans]] raid on [[Troop 137]], led Tennessee authorities to raid the farm after they recognized some of the "actors." The police had also found Vermilye's name in the files of the New Orleans scoutmaster [[Richard Halvorsen]]. The raid produced pictures and films of sexual acts between boys at the farm and a list of more than 270 "active sponsors," among them [[Francis Shelden]], the owner of [[North Fox Island]]. District Attorney General [[J. William Pope]] said the boys were shown obscene films and given liquor before orgies that were filmed with a hidden camera, and that films were sold to sponsors to raise money and some sponsors came to the farm to have sex with the boys. Half a dozen Illinois men had bought films from Vermilye, one of whom paid more than 4,000 dollars. Richards testified to the Senate that the farm "sold raw film to other men. They would bring it to me to process."[^3][^4][^6]
The farm’s foster program was incorporated under [[The Church of New Revelation]] in New Jersey, described by authorities as a sham referral agency for pornography distribution rather than a legitimate church. [[Francis Shelden]] appeared on a seized list of sponsors for the farm’s materials.[^1]
Vermilye was indicted on 16 counts: three of crimes against nature, eight of aiding and abetting crimes against nature, four of contributing to the delinquency of minors and one of using minors in the production of pornography. On June 3, 1977, at Winchester, a jury of ten men and two women convicted him, then 48 and defrocked, on all charges: three counts of crimes against nature on boys in his care and nine counts of aiding and abetting, after four days of testimony involving boys as young as eleven and sponsors of the farm. Circuit Judge Thomas Greer deferred sentence.[^2][^3]
### The Distribution Network
Vermilye's films were said to have gone to Richards for development and distribution through networks including MAIL-O-MATIC in [[North Carolina]] and F&S Distributors in California as early as July 1976, and the farm to have been raided on November 10, 1976, and described by the *Detroit Free Press* the next day as a national pornography hub. The farm was said to have been incorporated under [[The Church of New Revelation]], and Vermilye to have written to Halvorsen inviting him to visit.[^1]

### Production Role in TAG Films
Tucker's duties involved orchestrating depictions with masochistic features like agony and deformation, substantiated by disclosures from informants in [[Operation Framework]], the collaborative Dutch-Scotland Yard inquiry of 1992-1993, which pinpointed a recording in a German barn illustrating the emasculation and vivisection of a youth aged roughly 13 to 15, afterward exhibited by [[Warwick Spinks]] to distinguished clientele. Tucker's initiatives advanced the inter-state transfer of boys through ferry conveyances from the UK, outfitting sites such as [[Boys Club 21]] and [[Gay Palace]] in Amsterdam's [[Spuistraat district]], with revenues from exclusive editions sold for as much as $5,000 apiece to affluent buyers, encompassing Americans, supporting progress in digital dissemination via [[Gerrit-Jan Ulrich]]'s [[Apollo Bulletin Board Service]] and associations with [[John Stamford]]'s [[Spartacus Network]].
Tucker's participation encompassed backing the transnational repositioning of minors, supplying brothels with susceptible juveniles for mistreatment, and facilitating the commercialization of restricted videos to prosperous patrons. These dealings underwrote additional developments in electronic distribution through networks affiliated with the [[Spartacus International]]. The materials generated under Tucker's supervision incorporated sadistic aspects such as suffering and mutilation, with Scotland Yard informant "Frank" asserting that [[TAG Films]] manufactured a snuff film displayed by Spinks, while informant "Terry" verified particulars of an analogous slaying by the identical German offender. This syndicate's endeavors were examined in [[Operation Framework]] for associations with radical pornography, resulting in a 1993 German constabulary assault on [[Gero-Video]], although Tucker circumvented significant indictments, emphasizing the difficulties in eradicating such cross-national undertakings involving British citizens in Amsterdam.

Tucker's contributions fostered the vanishing and presumed demise of boys akin to the German adolescent in the recorded snuff film, with Spinks conceding awareness of the fabrication to an undercover operative, delineating the victim's lethal misleading for a pledged 200 guilders. These exposures illuminate Tucker's essential status in upholding a provision chain of child casualties throughout Europe, from procurement in Wales to propagation via German pathways, sustaining a pattern of maltreatment chronicled in probes into Amsterdam's boy sex commerce. Further linkages extended to Belgian syndicates under [[Marc Dutroux]] and the sourcing of youths like [[Manuel Schadwald]] for Amsterdam exchanges, with Tucker's coercive strategies employing pharmaceuticals and coercion to guarantee adherence in both prostitution and filming.[^1]

### Conviction and Flight
Tucker, a courier, and John Gay were friends of Alan Williams of Cardiff and for some twenty years abused boys in Bristol and South Wales. In 1993 he, Gay and Tony Stevens were arrested and jailed in Portugal after being caught paying local children to make pornographic videos in their camper van. Arrested in the Avon and Somerset inquiry Operation Panorama, which also led German police to raid a video distributor in Düsseldorf, they were tried at Swindon Crown Court in September 2000. Tucker was sentenced to eight years on nine counts of buggery and indecent assault of under-aged boys and administering stupefying drugs; he had been given bail for treatment for HIV and three days before the verdict jumped bail and disappeared.[^2][^3] He was traced to [[South Africa]] and arrested there in 2016 pending extradition to the United Kingdom.[^3]

Wathelet later became a judge on the European Court of Justice from 1999 to 2003. As Minister of Justice in 1992, Wathelet approved the conditional parole of [[Marc Dutroux]] after he served only two years of a 13.5-year sentence for kidnapping, torturing, and raping five girls aged 11-19 in 1986. The parole decision, made despite opposition from prison authorities citing ongoing risk, released Dutroux in 1992, allowing him to continue operations leading to the 1995-1996 abductions of [[Julie Lejeune]], [[Melissa Russo]], [[An Marchal]], [[Eefje Lambrecks]], [[Sabine Dardenne]], and [[Laetitia Delhez]]. Wathelet's decision was criticized in the [[X-Dossier]] investigation for enabling further crimes, with the X-Dossier alleging his involvement in the network through abuse claims.[^1]
Melchior Wathelet, of the Christian Social Party, was Belgium's minister of justice when, on April 6, 1992, he signed the ministerial order granting [[Marc Dutroux]] conditional release. On April 26, 1989, the Court of Appeal of Mons had sentenced Dutroux to terms of ten years, three years and six months for the rape of children and minors and the sequestration of five young girls. The prosecutor-general of Mons, Demanet, had given a negative opinion, writing that granting such clemency "at a time when rape and assaults on elderly people are denounced as a social scourge would go against the imperatives of repression and the needs of public safety and would be likely to discredit the work of justice."[^2]
In the X-Dossier, witness [[Regina Louf]] (X1) accused Wathelet of raping her as a child at parties organized by [[Jean-Michel Nihoul]], where Dutroux supplied girls. Louf described Wathelet attending sadomasochist events at estates of [[Count Leopold Lippens]] and [[Baron Benoit de Bonvoisin]], linking him to elite circles detailed in the dossier compiled by Judge [[Jean-Marc Connerotte]] and Prosecutor [[Michel Bourlet]]. Wathelet was accused of participation in orgies and hunts, with X1 claiming he engaged in violent acts during gatherings at Knokke-Heist villas near [[Royal Zoute Golf Club]]. His tenure as Interior Minister overlapped with the 1980s period of X-witness allegations of elite abuse networks overlapping with [[Operation Gladio]] stay-behind operations. Wathelet denied all accusations, attributing them to political rivals within CSP.[^1]
The parliamentary commission of inquiry into the Dutroux affair, which heard Wathelet in 1997 as "judge at the European Court of Justice in Luxembourg, former minister of justice," found that while the files on the conditional release of [[Michelle Martin]] and Dutroux appeared to have been prepared in the usual way, their follow-up had been wholly inadequate, and that "the responsibility of the minister of justice of the time, Mr. Wathelet, must be retained"; it attributed to the prosecutor's office of Charleroi the failure to inform the minister on three occasions of facts that could have led to the release being revoked.[^2] Dutroux abducted [[Julie Lejeune]] and [[Melissa Russo]] on June 24, 1995.[^2] Wathelet was a judge of the European Court of Justice from 1995 to 2003.[^3]
Wathelet's family ties and political career positioned him in powerful networks, with his role in the 1992 parole contributing to public outrage after Dutroux's 1996 arrest revealed the subsequent kidnappings. The X-Dossier included claims from other witnesses corroborating elite participation, with Wathelet named alongside Vanden Boeynants and Lippens. As European Court judge, Wathelet faced scrutiny for these links, resigning in 2003 amid the affair's fallout. His connections to the network remained testimonial from X1 and others, with no direct evidence leading to charges.[^1]
### Accusations in the X-Dossier
### Role in Dutroux Parole
Wathelet, as Justice Minister, granted Dutroux early release in 1992 despite his 1986 convictions for child-related offenses, a decision later questioned in the investigation. Prison reports warned against parole, noting Dutroux's risk, but Wathelet approved it, allowing Dutroux to abduct and abuse additional victims in 1995-1996. The parole occurred under his oversight, with minimal supervision post-release. The X-Dossier highlighted this decision as facilitating the murders of Julie, Melissa, An, and Eefje, whose bodies were exhumed in September 1996 from Sars-la-Buissière.[^1]
The parole process involved reports from prison staff, which Wathelet disregarded, prioritizing other priorities. Post-arrest, the investigation under Connerotte examined Wathelet's decision amid allegations of his network involvement. The X-Dossier linked his position to protections for figures like Nihoul, with phone records and financial trails showing network operations during his tenure. Wathelet's approval came amid CSP politics, with Vanden Boeynants as a predecessor, both named in abuse claims.[^1]
### Accusations in X-Dossier
Louf testified Wathelet raped her at Nihoul's parties, describing specific acts during events at Lippens estates. X1 detailed Wathelet participating in sadomasochist activities, including with de Bonvoisin. The dossier documented Louf's identification of Wathelet from photos as an abuser. Witnesses like X2 corroborated elite gatherings, naming Wathelet at events near Chimay castle. The X-Dossier summary included his role in CSP, tied to Societe Generale de Banque backing the party. Wathelet was accused of attending blackmail parties filmed by [[Michelle Martin]], with Louf describing him in chains of sodomy.[^1]
The allegations surfaced in 1996 interviews with Bourlet's team, where X1 claimed Wathelet was a regular at parties supplied by Dutroux. The dossier mapped Wathelet's ties to the network through CSP connections, with Vanden Boeynants and Lippens also accused. Wathelet's position on the European Court from 1999 followed his Justice Minister role, during which the parole occurred. The 1997 dossier leak to journalists detailed his name, but no charges resulted from the X-investigation.[^1]
### Legal Outcome
Wathelet faced no charges from X-Dossier allegations, with testimonies barred from Dutroux's 2004 trial due to reliability issues with X-witnesses' DID. The 1997 leak and 1999 book "The X-Files" named him, prompting no formal action. Wathelet denied involvement, attributing claims to political motives. His 1999 appointment to the European Court was criticized, but he served until 2003 without investigation. The 2005 Wikileaks leak reiterated accusations, but no legal repercussions followed.[^1]
In the [[X-Dossier]], compiled under Judge [[Jean-Marc Connerotte]] and Prosecutor [[Michel Bourlet]], the witness [[Regina Louf]] (X1) accused Wathelet of raping her as a child at parties organized by [[Jean-Michel Nihoul]] and at sadomasochistic events on the estates of [[Count Leopold Lippens]] and [[Baron Benoit de Bonvoisin]] and at villas in [[Knokke-Heist]] near the [[Royal Zoute Golf Club]], and identified him from photographs; X2 was said to have placed him at events near Chimay. The dossier linked him with [[Paul Vanden Boeynants]] and the Lippens family through the Christian Social Party and its backers at the [[Societe Generale de Banque]], and with parties filmed for blackmail. The allegations were linked to [[Operation Gladio]] stay-behind networks. Prison reports were said to have warned against Dutroux's release. Wathelet denied the accusations, attributing them to political rivals. He was never charged, and the X-witnesses were not heard at the 2004 trial.[^1]

[[Peter Zokosky]] was an arms manufacturer and a key figure in various covert operations and business ventures, often associated with [[Robert Booth Nichols]] and [[Michael Riconosciuto]]. He was a former president of [[Armtec]], a company that produced combustible cartridge cases for the Army, and was under a non-compete agreement with them until August 1981. Zokosky also served as a consultant to the [[Great Britain|British Government]] on shell casings.[^1]
### The Justice Department Inquiry
Zokosky told the [[Department of Justice|Justice Department]]'s special counsel, [[Nicholas Bua]], that he was the former president of Armtec Defense Products of Coachella, California, which in the early 1980s was the single-source supplier of combustible cartridge casings to the Army. He took people from the Cabazon-[[Wackenhut Corporation|Wackenhut]] joint venture to [[Picatinny Arsenal]] in Dover, [[New Jersey]], to meet [[Dr. Harry Fair]] and the Army project officer R. Scott Westley, whom he knew from Armtec, about establishing a second-source casing plant on the reservation. [[Robert Frye]] recalled first meeting Michael Riconosciuto on a trip to the arsenal in May 1981; Zokosky agreed there was a May trip but said Riconosciuto was not on it and that Frye met him on a second trip in October 1981.[^2]
Bua examined the "Special Operations Report" titled "Nicaraguans and Earl Brian at Lake Cahuilla, 9/10/81," which placed [[Earl Brian]] at the joint venture's weapons demonstration of September 10, 1981. He found it had been typed on October 10, 1991, by Gene Gilbert, an investigator for the Riverside County District Attorney, after a jailhouse interview with Riconosciuto, and that all its information except license plate numbers came from Riconosciuto; the former Indio officer Dave Baird, who had memorized the plates at the demonstration, did not identify Brian as Gilbert's later report said. Gilbert told Bua that had he known the stir it would cause he "would have left Earl Brian's name out."[^2]
### Involvement in Cabazon/Wackenhut Joint Venture
Zokosky was a key participant in the [[Cabazon Indian Reservation|Cabazon]]/[[Wackenhut Corporation]] Joint Venture, which aimed to develop and manufacture arms on the reservation. He was considered crucial due to his expertise in the slurry process involved in combustible cartridge cases. He met with [[Michael Riconosciuto]], [[Dr. John Philip Nichols]], and [[Robert Frye]] at [[Picatinny Arsenal]] in May 1981, where Riconosciuto demonstrated his scientific and technical knowledge of weapons systems, particularly on a Railgun. Zokosky was also present at the September 10, 1981, Lake Cahuilla weapons demonstration in Indio, [[California]], where night-vision goggles and rifles were tested for [[Iran-Contra Affair|Contra]] leaders.[^1]

### Biological Warfare Technology
Zokosky was involved in the proposed development of biological warfare "viruses" at [[Stormont Laboratories]], allegedly developed in cow uteri. He, along with [[Robert Booth Nichols]], presented a proposal to develop biological warfare technology and anti-toxin kits to the Army ([[Dr. Harry Fair]] at Picatinny Arsenal) and to [[FMC Corporation]]. This technology was described as capable of selectively wiping out segments of humanity with appropriate genetic material. Zokosky also discussed incubating viruses in fish tanks at [[Hercules Research]], where [[Michael Riconosciuto]] allegedly worked on the same technology.[^1]

### Connections to Robert Booth Nichols and Meridian International Logistics
Zokosky was a board member of [[Meridian International Logistics|MIL]], a holding company headed by [[Robert Booth Nichols]]. He stated that [[Meridian International Logistics|MIL]] was a "front company" used to funnel money to its board of directors, with funds allegedly coming from the [[NSA|NSA]], partly from drug profits. He believed that [[Robert Booth Nichols]] worked for the [[National Security Council|NSC]] and [[NSA|NSA]], doing "contract work" for various government agencies, and that Nichols handled "corporate and government" transactions related to narcotics at a higher level.[^1]

### Role in "The Octopus" Investigation
[[Peter Zokosky]] was a key source for [[Cheri Seymour]]'s investigation into "[[The Octopus]]." He provided Seymour with a copy of the "Special Operations [Surveillance] Report" on the Lake Cahuilla meeting, which he had obtained from a friend in Washington D.C. He also provided an audio-taped conversation with [[Michael Riconosciuto]] narrating the murders of [[Paul Morasca]] and [[Mary Quick]], and their connection to drug operations. Zokosky stated that [[Paul Morasca]] was killed due to a "narcotics deal" gone awry and his involvement in laundering drug profits.[^1]

Raymond Woodall served as a scout leader in [[New Orleans]], associated with [[Troop 137]]. He worked alongside other leaders including [[Richard Halvorsen]] and [[Harry O'Cramer]]. Boys from [[Troop 137]] participated in activities under the supervision of Woodall and his colleagues, which later came under scrutiny due to illicit involvement. Woodall's role in the troop positioned him in a position of authority over young boys, facilitating access that was exploited in criminal enterprises.[^1]
Raymond T. Woodall worked with [[Richard Halvorsen]] as a maintenance man at the Adelphi Academies in [[Coral Gables, Florida]], identified by Florida police as a former male prostitution front, before the two moved to [[New Orleans]], where in 1974 they organized Boy Scout [[Troop 137]] with about 40 boys and selected about ten for Scout trips during which sexual acts took place. New Orleans police arrested him and Halvorsen in September 1976, and by May 1977 both had been convicted and were awaiting sentence. Police said Woodall's address book contained the name of [[John David Norman]], then in the Illinois state prison at Pontiac, whose ring, according to the Chicago police, sent boys around the country to a network of clients.[^2]
### Criminal Activities
In September 1976, film reels containing child pornography were discovered by technicians in a malfunctioning commercial film processing machine in [[Dallas, Texas]], and traced back to Harry O'Cramer in New Orleans, revealing involvement of [[Troop 137]] boys and their scoutmasters, including Woodall, in depicted sex acts. Woodall participated in a boy prostitution ring that operated through the scout troop, producing and distributing explicit materials featuring minors. The operation connected to broader networks, including [[Father Bud's Boys Farm]] in Tennessee run by [[Claudius Vermilye]], where juveniles were drugged and coerced into orgies for filming and sponsorship by paying clients, with Woodall's activities in New Orleans feeding into similar exploitation patterns involving [[John David Norman]]'s international contacts.[^1]
### The Escort Service
### Legal Outcome
Woodall was arrested in September 1976 alongside fellow scout leaders [[Richard Halvorsen]] and [[Robert Lang]] following the identification of participants on the child pornography films from the Dallas discovery. The case was prosecuted by District Attorney [[Harry Connick]] in New Orleans, who became implicated himself through testimony from one of his witnesses during court proceedings. The arrests exposed the depth of the child trafficking network tied to [[Troop 137]], leading to convictions for the involved parties in the boy prostitution and pornography ring.[^1]
Woodall was said to have run an escort service that began with adult prostitutes and turned to boys from the troop; his associate [[Lewis Sialle]], testifying under immunity, quoted him: "They'll get $50, a good meal and all that jazz." The case was said to have broken when film found in a commercial processing machine in [[Dallas, Texas|Dallas]] was traced to the assistant scoutmaster [[Harry O. Cramer]], and Woodall to have been arrested with Halvorsen and [[Robert Lang]]. The operation was connected to [[Father Bud's Boys Farm]] in Tennessee, run by [[Claudius Vermilye]].[^1]

Émile P. Torres is a philosopher who, in October 2021, was a doctoral candidate in philosophy at Leibniz Universität Hannover in Germany and the author of *The End: What Science and Religion Tell Us About the Apocalypse* (2016) and *Morality, Foresight, and Human Flourishing: An Introduction to Existential Risks* (2017).[^1] They run the newsletter *xriskology.*[^2]
### Against Longtermism
In "Why longtermism is the world's most dangerous secular credo," published by *Aeon* on October 19, 2021, Torres traced [[longtermism]] to [[Nick Bostrom]], who founded the [[Future of Humanity Institute]] in 2005, and to Nick Beckstead of the institute and [[Open Philanthropy]], and named its "central dogma": "nothing matters more, ethically speaking, than fulfilling our potential as a species." Torres quoted Bostrom's description of the world wars, AIDS and Chernobyl as "mere ripples on the surface of the great sea of life," cited his proposals for a global surveillance system to enlarge "capacities for preventive policing" and for preemptive war against existential threats, and wrote that Beckstead had argued for prioritizing the lives of people in rich countries over those in poor ones. Torres noted that the Center for Security and Emerging Technology had been founded by [[Jason Matheny]], a former research assistant at the institute who had become deputy assistant to President Biden for technology and national security, and urged readers to "care about the long term but reject the ideology of longtermism."[^1]
Torres coined, and developed with the computer scientist [[Timnit Gebru]], [[TESCREAL]], an acronym for transhumanism, extropianism, singularitarianism, cosmism, rationalism, effective altruism and longtermism, which they argued form one worldview descended from Anglo-American [[Eugenics|eugenics]]; the term appeared in *Truthdig* in June 2023 and in their paper in *First Monday* in April 2024.[^3][^4] Torres and Gebru placed [[Julian Huxley]] with Francis Galton among the bundle's eugenic progenitors, and applied the label "TESCREALists" to [[Sam Altman]], [[Elon Musk]], [[Marc Andreessen]] and [[Sam Bankman-Fried]].[^3] In a 2023 interview with *Current Affairs,* Torres said there was "almost no serious thought within EA" about the origins of global problems in "systems of power," and "no discussion of the legacies of colonialism," and that "we're just absolutely clueless about what the future is going to look like."[^5] Torres treated the closure of the Future of Humanity Institute in 2024 as the end of its intellectual project.[^2]
