Louis Andre was an analyst with the [[Defense Intelligence Agency|DIA]] who worked on the case of [[William Richard Higgins]], a Marine Lieutenant Colonel abducted in [[Lebanon]] in 1988. Andre had never spoken to a reporter before, and noted that many aspects of the operation remained classified due to its sensitive nature[^1].
Louis Andre was an analyst with the [[Defense Intelligence Agency]] (DIA) assigned to the case of [[William Richard Higgins]], the [[United States Marine Corps]] lieutenant colonel who headed a [[United Nations Truce Supervision Organization]] observer group and was abducted near [[Tyre]], [[Lebanon]], on February 17, 1988.[^1][^2] He told [[Annie Jacobsen]] that he had never before spoken to a reporter, and that much of the operation remained classified.[^1]
Andre was initially highly skeptical of [[Remote Viewing]], but he came to accept that the information provided by [[Angela Dellafiora]], one of the DIA's remote viewers, was valuable to the overall mission. Dellafiora identified where she thought Higgins was being held and perceived him to be alive. She also produced phonetically the name of one of the Amal Militia commanders involved in the Higgins case, providing accurate details about his role and family members[^1].
### The Higgins case
Andre found Dellafiora's ability to access such sensitive information astonishing. He observed that her talents continued to be applied throughout the 113 sessions dedicated to the search for Higgins[^1].
On February 24, 1988, the DIA's Directorate for Scientific and Technical Intelligence (office symbol DT-S) sent its deputy director an interim "SUN STREAK Operational Report - 8808" covering results obtained by three remote viewers between February 22 and 24, 1988, on the question of who was involved in the abduction. The memorandum states that information on the target's identity was shielded from the viewers and that the data were maintained by the customer at the DIA Analysis Center at [[Bolling Air Force Base]].[^2] [[Sun Streak]] was the designation of the DIA remote-viewing unit at [[Fort Meade]] in this period, and project number 8808 was the Higgins tasking.[^2][^3]
In that memorandum, Viewer 079 described a 47-to-50-year-old Lebanese Christian who until about early December 1987 had served with [[Amal]] forces as a "District Manager" with the rank of major, knew of the abduction, and had no direct role in planning or carrying it out. The viewer described him as short, dark, olive-complected and bearded, married with three children whose family was not with him in [[Beirut]], and recorded attempts to obtain his name as phonetics in an enclosure.[^2] The project 8808 session reports for Viewer 079 are headed "WRV" (written remote viewing), the method of [[Angela Dellafiora]].[^3][^4] Andre told Jacobsen that Dellafiora gave a phonetic rendering of the name of an Amal commander involved in the Higgins case, together with accurate details of his role and family, and that she identified where she believed Higgins was held and perceived him to be alive.[^1]
Andre described himself as initially highly skeptical of [[Remote Viewing]]. He told Jacobsen that he came to regard Dellafiora's information as valuable to the overall mission, called her access to such sensitive information astonishing, and said her sessions continued through 113 sessions dedicated to the search for Higgins.[^1]

### The Sun Streak session record
The mirror of the [[Central Intelligence Agency]] STARGATE collection holds several hundred project 8808 items. The first Viewer 079 session in the series is dated February 18, 1988, the day after the abduction.[^3] The session sheets carry a standard header ("PROJECT SUN STREAK," "PROJECT NUMBER: 8808," "CLASSIFIED BY: DIA (DT)," "DECLASSIFY: OADR") and a mission line. A February 28, 1988 session by Viewer 011, conducted at the DIA on Bolling Air Force Base, took as its mission to determine the present location of Higgins and to describe his state and experiences; the session comments record that the viewer worked in unfamiliar surroundings, felt pressure because of the importance of the target, and was disturbed by aircraft noise from [[Ronald Reagan Washington National Airport]].[^5]
A July 1988 Viewer 079 session (reported July 7, 1988) was tasked to "determine the projected date and describe the circumstances related to the release" of Higgins, the eight other American hostages, the West German [[Rudolf Cordes]] and [[Terry Waite]], taking into account the shooting down of an Iranian airliner by the [[USS Vincennes]] on July 4, 1988, the trial of [[Mohammed Ali Hamadei]] in West Germany, and Lebanese broadcasts threatening retaliatory killings of [[Edward Tracy]], [[Joseph Cicippio]] and [[Terry Anderson]]. The viewer's summary placed Higgins near [[Anan]] and two reservoirs north of "Hill 1006," described the captors as "tired and drained" and "somewhat disgruntled with instructions being received from Iran," and proposed that Israeli voice-intercept direction finding could locate him in transit.[^6]
The series continued into 1989. A Viewer 079 session of August 3, 1989 (project number 8925, session 64) carried the mission to determine whether Higgins was dead or alive; its summary placed him at two locations, stated that it could not be determined whether he was alive, located Cicippio, Waite, [[Alan Steen]] and Tracy near Qaytulah, and described [[Abdul Karim Obeid]] as a "planner" in the kidnapping of Higgins.[^7]
The session sheets identify the customer only as the DIA Analysis Center.[^2]
