Regina Louf, born in [[Ghent]] on January 29, 1969 and moved to [[Knokke-Heist]] to her grandmother at the age of eighteen months, by her own account,[^1] was the witness known as X1 in the investigation opened at Neufchâteau after the arrest of [[Marc Dutroux]] in August 1996. The Observer reported that she was the first of ten people to come forward after the investigating judge [[Jean-Marc Connerotte]] appealed to victims to speak to the police.[^2] Her statements opened a series of "related files" (dossiers connexes), the [[X-Dossier]]. In 1998 she gave up her anonymity and published her account as a book, and her credibility was disputed repeatedly in official and press accounts thereafter.[^3][^4]
