Gregory W. Kehoe was a federal prosecutor in Florida who negotiated the 1990 Tampa plea agreement with the [[Bank of Credit and Commerce International]] (BCCI) as first assistant to the United States Attorney, [[Robert Genzman]]. He became deputy chief minority counsel of the [[House October Surprise Task Force]] in June 1992.[^1]
### Federal prosecutor (1983 to 1992)
Kehoe was an assistant United States attorney for the Southern District of Florida from March 1983 to February 1989. He served as chief of that office's Northern Division from 1986 until he left in 1989. From February 1989 he was first assistant United States attorney for the Middle District of Florida, in Tampa.[^1]
### BCCI plea (1989 to 1990)
The Senate report on BCCI describes Kehoe as the Justice Department official with whom BCCI's lawyers, including [[E. Lawrence Barcella, Jr.]], negotiated the bank's plea agreement in Tampa.[^2] In testimony to the Senate subcommittee, Kehoe said that whether the plea would bar other prosecutions "had been discussed at length within the Department," and that the Department had concluded it would not be an impediment.[^3]
When Kehoe learned of the letter that [[Charles Saphos]] of the Criminal Division wrote to the Florida regulators in February 1990, he said he was upset. He testified that "[they] tried to go behind my back," and that "Saphos' efforts were with the best intentions of law enforcement involved." He added that "nothing surprises me in the murky world of criminal law enforcement."[^3]
The subcommittee also recorded Kehoe's account of why a First American Bank allegation could not be corroborated from documents after the Tampa indictment of Awan, a source of the allegations, and noted that his testimony on that point differed from that of his colleague, Assistant United States Attorney Jackowski.[^3]
### House task force (1992 to 1993)
The printed report of the task force states that Kehoe was first assistant in Tampa until June 18, 1992, when he joined the task force as deputy chief minority counsel. The report lists him as "Gregory W. Kehoe" in that post, beneath [[Richard J. Leon]] and [[John P. Mackey]].[^1] The Senate report, published in December 1992, described him as "on leave from the Justice Department to assist" Barcella.[^2]
