Dr. Robert Byck was a [[Yale University]] cocaine expert who testified before Congress in 1979 to warn of an impending drug epidemic from smokable cocaine, seven years before the 1986 crack panic. [[Gary Webb]] wrote that Byck's warnings were ignored.[^1]
### The 1979 hearing
Byck testified as a member of the Department of Pharmacology, [[Yale University]] School of Medicine, before the [[House Select Committee on Narcotics Abuse and Control]] at its hearings on cocaine published as *Cocaine: A Major Drug Issue of the Seventies*. He testified on Thursday, July 26, 1979, where the record also describes him as a professor of psychiatry and pharmacology at Yale who had just returned from an international conference on cocaine in Peru. He opened by stating that, as then used in the United States, cocaine was not dangerous in the usual sense. His prepared statement, printed in the volume, says that freebase smoking "can represent the same threat that the speed epidemics of the 1960's represented in their time," that there was "a danger of a drug abuse epidemic of cocaine because of a new route of administration rather than because of new properties of the drug" and, "The possibility is strong that this might occur. It is occurring in the countries of South America."[^2]
