In 1982, he was read onto the classified [[Stargate Project|Grill Flame]] program[^1]. The plan was for Cowart and [[Tom McNear]], the other trainee, to become the program's CRV trainers. However, McNear later noted that Cowart was medically retired due to cancer, which contributed to McNear's decision to leave the unit[^1]. His Grill Flame security agreement is dated June 3, 1981, and his participant counseling statement and "Information about Remote Viewing for Participants" October 2, 1981.[^2] ### Footnotes [^1]: Jacobsen, Annie. *Phenomena: The Secret History of the U.S. Government's Investigations into Extrasensory Perception and Psychokinesis*.
