Charles B. Flack Jr. was a former special agent of the [[Federal Bureau of Investigation]] who in May 1962 merged his investigative firm, Charles B. Flack, Jr., and Associates, Inc., into the [[Wackenhut Corporation]] of [[Coral Gables, Florida]], and became district manager of its office at Two Penn Center Plaza in [[Philadelphia]].[^1]
On May 1, 1962, on Wackenhut letterhead, he wrote to an FBI agent at the bureau's resident agency in [[Camden, New Jersey|Camden]]: "I am happy to tell you that I have merged my company, Charles B. Flack, Jr., and Associates, Inc., with The Wackenhut Corporation of Coral Gables, Florida. As District Manager, I have assumed responsibility for the operation in the Pennsylvania-New Jersey area, where we will offer the full range of Wackenhut services." The Newark field office forwarded the letter to headquarters, and a Miami report recorded a local newspaper announcement that he had merged "his [[New Jersey]] investigative firm" with the company. The merger came a week after FBI headquarters, on April 24, 1962, had ordered all field offices to refrain from any contact with Wackenhut, citing misleading advertising, the company's use of its staff's former FBI affiliation, and "personal misconduct and questionable business activities" by its officials; the Philadelphia supervisor wrote that he was "watching the matter very closely." The restriction was rescinded on January 5, 1965.[^1] The Philadelphia filmmaker [[R.C. Horsch]] later said that he freelanced for Wackenhut from the early 1960s until about 1965, wiretapping and burglarizing, including jobs in Philadelphia and [[Trenton, New Jersey|Trenton]].[^2]

Gabrielle Amarando, who grew up in [[Doylestown, Pennsylvania|Doylestown]], went missing in September 2012 at 22. On August 12, 2026, Philadelphia police identified her as one of two women shown alive and then apparently dead in video and photographs recovered from the house of [[R.C. Horsch]] and [[Eugene Horsch]] on West Chew Avenue in [[Olney, Philadelphia|Olney]], in the [[Olney House Investigation]]. Her body has not been found.[^1][^2]
Her stepmother, Lora Timmons, said that she had wanted to model from a young age but "always found the wrong crowd," had struggled with addiction since her teens, and often visited Timmons in [[North Carolina]] until the family lost contact with her in September 2012. "We always thought she was just off doing her drug thing, living her life," Timmons said. "She was a sweet little girl. She and her father were best friends." Timmons had not heard of the Horsches before the police announcement. In a social media post her mother wrote that she suffered from "a drug addiction that she couldn't escape" and that she now believed her daughter had been murdered.[^1][^3][^4]
Police Inspector [[Raymond Evers]] said of the images: "It's dark. It's real dark. What we saw is these two girls alive, there is a period of time, and what appears to us they are deceased," adding that if the images were not altered the medical examiner would consider the women depicted to be dead. A childhood friend, Ashley Levin, said: "Drug addiction and mental health can take people to some really terrible places, but that doesn't define that person. Gabby was just, she's so much more than that."[^2][^5]

Jerome Michael Brown is a [[Philadelphia]] criminal defense lawyer, practicing alone from 1628 John F. Kennedy Boulevard, who represented the pornographer [[R.C. Horsch]] in the federal marijuana and firearms case of 2009 to 2012 and, from June 2026, Horsch's son [[Eugene Horsch]] in the federal firearm and false-identification case that followed the traffic stop behind the [[Olney House Investigation]].[^1][^2][^3]
### Career
He was admitted to the Pennsylvania bar on November 10, 1981. The [[Disciplinary Board of the Supreme Court of Pennsylvania]] records his disbarment on consent on August 16, 1982, under docket 47 DB 1982, and his reinstatement on March 10, 1995.[^4] His federal docket in the [[United States District Court for the Eastern District of Pennsylvania|Eastern District of Pennsylvania]] includes narcotics, firearms, and fraud defenses and civil-rights suits, among them *Thomas v. Nordo*, one of the cases arising from the conduct of the former Philadelphia homicide detective [[Philip Nordo]]. His firm advertises two post-conviction victories in the [[Superior Court of Pennsylvania]] resting on alleged detective misconduct, *Commonwealth v. Silverman* (2019) and *Commonwealth v. Ronald Thomas* (2020).[^3][^5]
### The Horsch Cases
In *United States v. Horsch*, No. 2:09-cr-00794, he entered his appearance for Raymond Horsch in January 2010 and represented him through the guilty plea of January 2011 and the resentencing of July 2012, opposite Assistant United States Attorney [[Elizabeth F. Abrams]].[^1] In June 2026 he appeared for Eugene Horsch at the magistrate stage and in the indictment that followed, *United States v. Horsch*, No. 2:26-cr-00296.[^2] After the search of the Chew Avenue house he said, "This is much ado about nothing. They're barking up the wrong tree," and that the chemicals found there had belonged to Eugene's father; after the indictment he said, "We believe Mr Horsch is innocent"; and in September 2026, after a retired [[Federal Bureau of Investigation|FBI]] agent called the Horsches serial killers, "We categorically deny that Eugene Horsch is a serial killer."[^6][^7][^8]

Jill Fertel is a [[Philadelphia]] lawyer who, as an assistant district attorney in the [[Philadelphia District Attorney's Office]], prosecuted the pornographer [[R.C. Horsch]] for approaching a nine-year-old girl in [[Kensington, Philadelphia|Kensington]] in March 2009. She spent eleven years in the office, leaving in 2018, and later taught evidence and trial advocacy at the [[University of Pennsylvania Law School]] and practiced privacy and technology litigation.[^1][^2]
### The Horsch Case
In 2010 Horsch was convicted in Municipal Court of luring a child into a motor vehicle and corrupting the morals of a minor. Fertel learned of the drug raid on his house in [[Bucks County, Pennsylvania|Bucks County]], where police had found disturbing pornography, guns, and explosive materials, made it part of her case, and asked for the maximum sentence of five to ten years; Judge Roger Gordon imposed two and a half to five. She said the conviction triggered a sexually violent predator assessment and that the psychologist who performed it was "horrified" by Horsch's pornography. The conviction was vacated when the girl and her mother were too afraid to testify at a new trial, and the case was expunged in 2015. In September 2026 she said the court file likely still held the notes of testimony, psychological examinations, and letters from Horsch's lawyer: "His conduct and his films and video were part of the sentencing. That record is important to have, if we're to prevent this from happening again." "He was able to treat women in this fashion for decades and no one has stepped up to protect them," she said. "No one was getting arrested for what Raymond Horsch was doing."[^1]

John R. Butterworth was a [[Philadelphia]] photographer and cameraman and a collaborator of the filmmaker Ray Hoersch, later known as [[R.C. Horsch]], with whom he shot the pornographic feature *[[The Erotic Memoirs of a Male Chauvinist Pig]]* in February 1973. Horsch called him "a close friend at the time" and described him as a news cameraman for [[KYW-TV]]; no station record of his employment has been located.[^1][^2]
### With Horsch
In April 1971 the *Philadelphia Daily News* described the Renaissance Studio, a loft at 752 South 2nd Street near Kenilworth Street where Horsch was shooting "his last scene, two reels worth" with a model and a live snake; visitors entered "through the rear past John Butterworth's still-crated photography equipment."[^3] Two years later he and Horsch made *The Erotic Memoirs of a Male Chauvinist Pig* with [[Georgina Spelvin]], [[Tina Russell]], [[Darby Lloyd Rains]], and [[Helen Madigan]]; Horsch said the money came mostly from the bar owner [[Salvatore La Russa]].[^1][^2]
In September 1991 the *[[The Philadelphia Inquirer|Philadelphia Inquirer]]* listed the registration of the fictitious name Butterworth's Hickory Pit, a barbecue restaurant in [[North Wales, Pennsylvania|North Wales]], with Raymond C. Horsch and John R. Butterworth as the registrants, at the North Wales train station. Horsch listed the restaurant as a trade name in his Chapter 13 bankruptcy petition of 1993.[^4][^5]

Maribel "Bella" Fresses, who grew up in [[Holland, Pennsylvania|Holland]], [[Bucks County, Pennsylvania|Bucks County]], was reported missing in 2018 at 27. On August 12, 2026, Philadelphia police identified her, with [[Gabrielle Amarando]], as one of two women shown alive and then apparently dead in video and photographs recovered from the house of [[R.C. Horsch]] and [[Eugene Horsch]] on West Chew Avenue in [[Olney, Philadelphia|Olney]], in the [[Olney House Investigation]]. Her body has not been found.[^1][^2]
She began using drugs in high school, according to her father, Ricardo Fresses, who said she called him every day until one day she stopped. He last saw her on June 19, 2018, when they met for a slice of pizza in [[Kensington, Philadelphia|Kensington]] and he gave her 50 dollars, and he reported her missing shortly afterward; the *[[The Philadelphia Inquirer|Philadelphia Inquirer]]* also gives February 2018 as the date of the report. "As the years went by I knew she was gone," he said. "She was a beautiful girl, a loving girl, always daddy's girl." Her brother, Dawson Fresses, said: "It's been eight years since I've seen her. Hearing that, I just couldn't believe it. I had gotten to the point where I thought I might never find out what happened to her."[^1][^2]

Nicole Amanda Fusaro was last seen in the [[Kensington, Philadelphia|Kensington]] section of [[Philadelphia]] on July 19, 2018, at 27. In September 2026 the [[Philadelphia Police Department]] identified her as the woman in a video recovered from the house of the pornographer [[R.C. Horsch]] on West Chew Avenue, in which, police say, Horsch appears to strangle her. Her body has not been found, and the medical examiner has not ruled her death a homicide.[^1][^2]
### Life
She was raised in [[Northeast Philadelphia]] and attended [[George Washington High School (Philadelphia)|George Washington High School]]. Her cousin, Jonathan Halloran-Koren, said she was lighthearted and loved animals. She began using drugs in her late teens and drifted into the streets of Kensington in her twenties. After she disappeared her mother, Diane, searched Kensington for her, handing out fliers attached to sandwiches, and died in January 2020 without learning what had happened; her father, Thomas, had died in 2009.[^1][^3]
### The Search
When Halloran-Koren tried to reconnect with the family in 2020 and learned she was missing, women in Kensington told him she was last seen getting into a car near Kensington and Allegheny Avenues, and mentioned among the men they feared a "creepy" man named Horsch who picked up women on the Avenue. He filed a report with the [[National Missing and Unidentified Persons System]] in 2024.[^1][^4]
### Identification
At a news conference on September 16, 2026, Deputy Commissioner [[Frank Vanore]] described a video in which Horsch, naked and holding a camera with another mounted in the room, gives a woman drugs and money, handcuffs her to a bed, and tightens a zip tie around her neck with pliers; in Vanore's words, "she becomes unconscious and appears to be lifeless." The family had been told of her death privately that morning. Halloran-Koren wrote to Mayor [[Cherelle Parker]] and the City Council that he was "appalled" to hear the details disclosed in public: "Our family deserved better. Nicole deserved better." Police spokesman Sgt. Eric Gripp said the department was pursuing every lead and would give families verified information "as responsibly and compassionately as possible."[^2][^3][^4]
