Blair Tonzelli is a [[Philadelphia]] woman who was last heard from in August 2022 and was reported missing in February 2023, at 35. On June 19, 2026, a woman riding with [[Eugene Horsch]] in a car stopped by a federal park ranger beside [[Independence National Historical Park]] was carrying an identification card in Tonzelli's name; police said the woman was not Tonzelli. The stop led to the search of the Horsch house on West Chew Avenue in [[Olney, Philadelphia|Olney]] and to the [[Olney House Investigation]].[^1][^2]
### Life
She attended [[Archbishop Ryan High School]], according to her Facebook page. She had a son at 18, who was adopted by other relatives and last saw her when he was five. A friend, David McCarty, who lived with her on Wensley Street in [[Kensington, Philadelphia|Kensington]], said that her last Facebook post was on August 17, 2022, and that he heard nothing from her after that month. "Even in the throes of her addiction," the *[[The Philadelphia Inquirer|Philadelphia Inquirer]]* reported, she was "fiercely loyal," and she once threw herself in front of a tow truck to stop it taking McCarty's car. Friends reported her missing in February 2023, telling police she had last been seen at the Horsch house the previous summer.[^1][^3]
### The Horsch House
[[R.C. Horsch]] met her in Kensington when he was in his late seventies and she was living at a drug house; he later said she had worked as a home health aide before she went missing in August 2022. A witness told police that she had been an aide in the house and believed that she and Eugene Horsch had a disagreement over money, according to law enforcement sources cited by the *Inquirer*. From about 2020 until at least September 2023, seven months after the missing-person report, a nude photograph of her with what appeared to be a black eye and blood on her lip was among the lead images on Horsch's website. NBC10 reported that during the investigation detectives learned that Eugene Horsch "allegedly made a statement suggesting Tonzelli would 'never be seen again,' according to court documents."[^1][^2][^4]
Her son, Nicholas Nagle, said in September 2026 that she had been entered in the [[National Missing and Unidentified Persons System]] only after her identification card was found: "Imagine if it was a completely other woman that he made the fake ID in the name of. There could be 30 more women missing." "She had a family, she had loved ones and so did all these other women," he said. The *Inquirer* reported that her DNA was not found on the items tested at the house.[^3][^5]

Frank Vanore is a deputy commissioner of the [[Philadelphia Police Department]], which he joined in 1990, and the official who has given the department's public account of the [[Olney House Investigation]] into women connected to [[R.C. Horsch]] and [[Eugene Horsch]].[^1][^2]
### Career
Before becoming deputy commissioner for investigations he was chief inspector of the Detective Bureau and of Regional Operations Command South, inspector of the Training and Education Services Division, staff inspector of Standards and Accountability, and commanding officer of the 25th District and of Public Affairs, with earlier assignments in narcotics, homicide, the South and East detective divisions, and City Wide Vice. In September 2023 Mayor [[Jim Kenney]] named him interim first deputy commissioner. He holds degrees from [[Eastern University]] and [[Saint Joseph's University]].[^1]
### The Olney House
At the search of the house in June 2026 he said of the chemicals found there: "We just don't know what he was doing. He's producing something." "There's a sump pump that looks like a hole in the ground, but there's no bodies. I don't have any bodies."[^3] At a news conference on September 16, 2026, he said investigators had identified 58 people in the recovered images, believed five women shown in them to be dead, and had recovered a video in which R.C. Horsch appears to strangle a woman, later identified as [[Nicole Fusaro]]. "Some of this is playacting, and some of it we believe could be real," he said. "We did never recover a body here. Mr. Horsch is deceased at this time, and we still need to find evidence to corroborate what appears to have occurred in this video."[^2][^4] Fusaro's cousin criticized the department for disclosing the details of the video in public on the day the family was told.[^5]

Michael Yoder is a retired special agent of the [[Federal Bureau of Investigation]] who spent nearly a decade as a criminal profiler in its [[Behavioral Analysis Unit]].[^1]
At the request of *[[The Philadelphia Inquirer]]* he reviewed the 1985 psychological evaluation of [[R.C. Horsch]] by [[Don Seraydarian]], made for Horsch's federal drug sentencing. He said it was unusual for such an examination to be made in a drug case, that he saw "overwhelming hallmarks of psychopathy" in it, and that it would have been a red flag for criminal profilers: "If you were to give me this report and I knew nothing about this person, and knew nothing about the crimes he committed, I would say you have a potential serial killer on your hands."[^1]
