The Senate created the Select Committee on Intelligence in 1976 "to oversee and make continuing studies of the intelligence activities and programs of the [[United States]] Government" and "to provide vigilant legislative oversight over the intelligence activities of the United States to assure that such activities are in conformity with the Constitution and laws of the United States." It has seventeen members, nine from the majority and eight from the minority, including members drawn from the Appropriations, Armed Services, Foreign Relations and Judiciary committees.[^1] It and its House counterpart grew out of the findings of the [[Church Committee]].[^2]

The staff report on the intelligence community's involvement in the Banca Nazionale del Lavoro affair, Committee Print S. Prt. 103-12 of February 1993, was prepared after the sentencing hearing of Judge [[Marvin Shoob]] in Atlanta. The staff recorded that CIA analysts concluded in January 1990 that "managers at BNL headquarters in Rome were involved in the scandal," and that CIA reports of November 1991 "confirmed press allegations that more senior BNL officials in Rome had been witting of BNL-Atlanta's activities." The staff found that "the evidence does not show that this failure was a deliberate attempt to withhold information from the Department of Justice," and that it "could find no legal support" for the CIA's guidance that unsent reports would not be discoverable.[^13]

In September 1998 the committee took closed testimony from [[Ronald Pandolfi]], a CIA analyst who had visited [[Hughes Electronics]] in 1995 and had raised concern that the company's assistance to China's rocket program went too far.[^14] The New York Times reported that the testimony "remains secret."[^14] The committee's hearings of June 10 and July 15, 1998 are printed as S. Hrg. 105-1057.[^15] The Congressional Research Service states that the committee then asked Attorney General [[Janet Reno]] for a criminal investigation into whether the CIA had obstructed the Senate inquiry, after an internal CIA cable of September 23, 1998 showed the agency had told Hughes of the briefing.[^16] The Cox Committee report states that the committee "made a formal notification of the matter to the Justice Department."[^17]
