[[Chuck Schumer]] is a United States Senator from New York and the Senate Majority Leader. He has become a leading champion for [[Unidentified Anomalous Phenomena]] (UAP) transparency, sponsoring the historic UAP Disclosure Act of 2023.[^1]
### Sponsorship of the UAP Disclosure Act
In the summer of 2023, Senator Schumer, along with a bipartisan group of senators including [[Marco Rubio]] and [[Mike Rounds]], sponsored the UAP Disclosure Act. This legislation was designed to force the disclosure of government records related to UAP, technologies of unknown origin, and non-human intelligence. The act proposed the creation of a presidentially-appointed review board to declassify UAP records and give the government the power of eminent domain over any recovered non-human technology held by private entities.[^1]
While the full act was not passed, key provisions were included in the 2024 National Defense Authorization Act (NDAA). These provisions direct the National Archives to collect and disclose UAP-related records and make it illegal for any entity to use taxpayer money for UAP-related matters without congressional approval.[^1]
### Commitment to Transparency
Senator Schumer has been a vocal advocate for the public's right to know about the UAP issue. He has stated that "The American public has a right to learn about technologies of unknown origins, non-human intelligence, and unexplainable phenomena." He has also expressed his commitment to carrying on the legacy of his mentor, former Senator [[Harry Reid]], in fighting for UAP transparency.[^1]

Nolan speculates that some people may repeatedly attract these phenomena or experiences, acting like an "antenna" or "lighthouses in the dark." He and Green are essentially searching for a gene for paranormality, or what Green prefers to call "the genomics of supernormality"[^1].
### Role in AATIP Research
Dr. Nolan's expertise has made him a key figure in the scientific investigation of [[Unidentified Anomalous Phenomena]] (UAP) and their biological effects. He was brought into the [[Advanced Aerospace Threat Identification Program]] (AATIP) investigation by Dr. William "Will" Livingston, the program's medical consultant, to analyze MRI images of the brains of UAP experiencers. These individuals, many of whom were military and intelligence officials, had suffered a range of medical issues following their encounters with UAP. Dr. Nolan confirmed that the patients had suffered brain scarring, or "white-matter disease."[^2]
More significantly, Dr. Nolan discovered that all 105 of the patients in the initial study group had an overdeveloped area of the brain known as the caudate-putamen. This region is associated with intuition, and Dr. Nolan theorized that individuals with this enhanced structure may be like "organic supercomputers," able to process information and perceive things that others cannot. This led to the hypothesis that the caudate-putamen may act as an "antenna" for psychic abilities and may even be a factor in attracting UAP encounters.[^2]
Further research revealed that many of the individuals in the study group had been involved in the [[Stargate Project]] and were trained in [[Remote Viewing]]. Dr. Nolan also discovered a correlation between the enhanced caudate-putamen and Native American DNA, specifically Cherokee blood, which was present in almost all of the experiencers and even many of the members of the AATIP team itself.[^2]
### Analysis of UAP Materials
Dr. Nolan has also been involved in the analysis of alleged UAP materials. He and the French scientist [[Jacques Vallée]] collaborated on a paper analyzing a metallic slag recovered from a 1977 UAP crash in Council Bluffs, Iowa. Their analysis revealed that the material contained isotopes of magnesium and iron that were arranged in a highly structured and deliberate manner, a feat that is beyond our current technological capabilities.[^2]

[[Garry Reid]] is a former [[Department of Defense]] (DoD) official who served as the Director of Operations for the [[Defense Intelligence Agency]] (DIA) and later as a senior leader in the Office of the Undersecretary of Defense for Intelligence (OUSD(I)). He is described by [[Luis Elizondo]] as a significant antagonist who actively worked to obstruct the [[Advanced Aerospace Threat Identification Program]] (AATIP) and later launched a campaign of reprisal against Elizondo after his resignation.[^1]
### Opposition to AATIP and Luis Elizondo
According to Elizondo, Garry Reid was part of a hostile leadership environment within the OUSD(I) that was determined to undermine and dismantle AATIP. After Elizondo resigned from the Pentagon in October 2017 and addressed his resignation letter to Secretary of Defense [[James Mattis]], Reid allegedly intercepted the letter and confronted Elizondo, threatening to damage his career and security clearance.[^1]
Following Elizondo's public disclosure of AATIP, Reid is said to have launched a "scorched-earth" campaign against him. This included seizing his computers and files, questioning his former employees, and launching a criminal inquiry with the Air Force Office of Special Investigations (AFOSI) into the release of the three declassified UAP videos. This investigation ultimately found no wrongdoing on Elizondo's part. Reid was also allegedly responsible for the Pentagon's public statements that falsely denied Elizondo's involvement with AATIP.[^1]
### Inspector General Investigation
Garry Reid was the subject of a [[Department of Defense]] Inspector General (IG) investigation into numerous allegations, including maintaining an inappropriate relationship with a subordinate, sexual harassment, and fostering a hostile work environment. The IG eventually concluded that Reid had violated Joint Ethics Regulations. He was later reassigned from the OUSD(I) to the DIA as a "special advisor."[^1]

Puthoff became a central figure in the U.S. government's psychic spying program, which eventually became known as [[STARGATE PROJECT|Grill Flame]]. He and Targ published their findings in reputable scientific journals like *Nature* and *Proceedings of the IEEE*, despite significant controversy and skepticism from the scientific community. They also developed new terminology, such as "remote viewing," to describe the phenomena they were studying, aiming for a more scientific and sober approach. Puthoff was known for his calm demeanor, which helped him navigate the controversial field of parapsychology. He also conducted experiments with other psychics, including [[Pat Price]] and [[Uri Geller]], and explored various psi phenomena such as psychokinesis and telepathy. He was instrumental in developing and refining remote viewing protocols, including "outbound remote viewing" and "coordinate remote viewing" (CRV).[^1]
### Later Career and Advanced Aerospace Research
Puthoff's government work extended far beyond remote viewing research. For over fifty years, he served as a chief scientist and senior scientific advisor on highly classified projects for various government entities, including the [[Department of Defense]] (DoD), the [[National Security Agency]] (NSA), and the [[Central Intelligence Agency]] (CIA). His expertise eventually led him to serve as the chief scientist for the [[Advanced Aerospace Threat Identification Program]] (AATIP), where he played a crucial role in the scientific analysis of [[Unidentified Anomalous Phenomena]] (UAP).[^2]
In his AATIP role, Puthoff was instrumental in commissioning 38 academic studies, known as the Defense Intelligence Research Documents (DIRDs), on advanced aerospace concepts such as invisibility cloaking, traversable wormholes, and warp drives. He was also responsible for briefing [[Luis Elizondo]] on the history of the U.S. government's involvement with UAP, including sensitive information about the [[Roswell Incident]] in 1947 and the recovery of nonhuman materials and bodies.[^2]
### Unified Theory of UAP Observables
Drawing on his decades of experience in both conventional and anomalous physics, Puthoff developed a comprehensive theoretical framework to explain UAP behavior. Based on the six key observables of UAP performance identified by AATIP—hypersonic velocity, instantaneous acceleration, low observability, transmedium travel, antigravity, and biological effects—he proposed a unifying theory that all of these characteristics could be the result of a single breakthrough technology: the ability to warp space-time in a localized "bubble" around a craft.[^2]
This "warp bubble" would effectively insulate the craft from the normal laws of physics, allowing for seemingly impossible maneuvers and speeds without subjecting occupants to lethal g-forces. Puthoff theorized that the energy required for such a feat could be harnessed from the vacuum of space (zero-point energy) or potentially from the protons in hydrogen, which could explain why UAP are often observed near bodies of water—Earth's oceans representing a vast fuel source.[^2]
He further postulated that the common shapes of UAP—saucers, cigars, and triangles—are a direct consequence of the physics of the warp bubble, as these geometric forms are the most efficient for containing a craft within the bubble's protective field. Additionally, he suggested that the unusual material recovered from the [[Roswell Incident]], consisting of layered composites of bismuth and magnesium, could be a key component of the craft's skin, designed to interact with the propulsion system to generate and maintain the warp bubble.[^2]

[[Harry Reid]] was a United States Senator from Nevada who served as the Senate Majority Leader. He was a pivotal figure in the establishment and funding of the [[Advanced Aerospace Threat Identification Program]] (AATIP) and a staunch supporter of the [[Unidentified Anomalous Phenomena]] (UAP) disclosure movement until his death in 2021.[^1]
### Interest in UAP
Senator Reid's interest in the UAP topic was sparked by his position as the senator for Nevada, the home of the highly classified [[Area 51]] military installation. This, combined with his friendship with aerospace magnate and paranormal researcher [[Robert Bigelow]], led him to take the issue seriously. He was known on Capitol Hill as a "bulldog in a pit of vipers," and his determination was crucial in overcoming the stigma and bureaucratic inertia surrounding the UAP issue.[^1]
### Funding for AATIP
In 2007, Senator Reid, along with Senators [[Ted Stevens]] of Alaska and [[Daniel Inouye]] of Hawaii, secured $22 million in funding for the [[Advanced Aerospace Weapons System Applications Program]] (AAWSAP), the precursor to AATIP. These three men controlled congressional spending for "black budget" Pentagon programs, and their bipartisan support was essential for the program's creation. Reid continued to be a champion for the program, later securing an additional $10 million in funding for AATIP, though the funds were ultimately diverted to another program.[^1]
### Support for Disclosure
Even after leaving the Senate, Reid remained a powerful advocate for UAP disclosure. He publicly confirmed his role in funding AATIP and vouched for the credibility of [[Luis Elizondo]] after his resignation from the Pentagon. He provided crucial support for the 2017 New York Times article that broke the story of AATIP, and he continued to brief members of Congress and the media on the importance of the UAP issue. His steadfast support was a key factor in the passage of the historic UAP legislation in the 2021 and 2022 National Defense Authorization Acts (NDAAs).[^1]

[[Jay Stratton]] is a former US Navy intelligence officer who played a crucial role in the [[Advanced Aerospace Threat Identification Program]] (AATIP) and later became the first director of the [[UAP Task Force]]. He was instrumental in recruiting [[Luis Elizondo]] into the UAP investigation effort and was a key investigator and strategist throughout the process.[^1]
### Recruitment of Luis Elizondo
In early 2009, Jay Stratton, along with a colleague, approached [[Luis Elizondo]] to recruit him for a highly classified program at the [[Defense Intelligence Agency]] (DIA). Stratton, who Elizondo pegged as a fellow special operator, explained that the program, initially known as [[AAWSAP]], was focused on "unconventional technologies" and required a senior intelligence officer to handle counterintelligence and security.[^1]
### Role in AATIP
Stratton was a core member of the AATIP team and a key investigator. He was the lead investigator of the 2004 [[Tic Tac Incident]] involving the [[USS Nimitz]] Carrier Strike Group, writing a detailed report on the event that became a cornerstone of the program's research. He was also responsible for drafting OPLAN Interloper, an ambitious plan to use a carrier strike group as bait to lure UAP for observation and data collection.[^1]
When AATIP faced internal opposition and lost its funding, Stratton worked with Elizondo to move the remnants of the program under Elizondo's portfolio of national programs to ensure its survival. He also successfully secured an additional $10 million in funding from Senator [[Harry Reid]], though the funds were later absconded by another DoD program.[^1]
### UAP Task Force
After Elizondo's resignation from the Pentagon, Stratton remained in the government and was tasked by Navy intelligence leadership to build a whole-of-government interagency task force to continue the UAP investigation. This effort, which he built from the ground up, became the Pentagon's [[UAP Task Force]], and Stratton was named its first director. In this role, he continued to push the UAP issue forward within the government, briefing members of Congress and the White House National Security Council, and laying the groundwork for future legislative action.[^1]

[[Jim Semivan]] is a retired senior member of the [[Central Intelligence Agency]]'s (CIA) Senior Intelligence Service and a key figure in the modern [[Unidentified Anomalous Phenomena]] (UAP) disclosure movement. With a 25-year career in the CIA, he has leveraged his experience and connections to help bring the UAP issue to the forefront.[^1]
### CIA Career
Semivan joined the CIA in 1982 and served for twenty-five years, retiring in 2007 as a member of the Senior Intelligence Service. He served multiple overseas and domestic tours and held senior management positions at CIA headquarters. He is a recipient of the Agency’s Career Intelligence Medal.[^1]
### Role in UAP Disclosure
After his retirement, Semivan remained involved in the intelligence community as a contractor. He was instrumental in connecting [[Christopher Mellon]] with [[Luis Elizondo]] in early 2017, a meeting that would prove to be a pivotal moment in the UAP disclosure effort. Semivan vouched for Mellon to Elizondo and his team, and he later vouched for Elizondo to Mellon, helping to build the trust that was necessary for them to work together.[^1]
Semivan was also a key figure in the formation of [[To The Stars Academy of Arts & Science]] (TTSA), the organization founded by Tom DeLonge to investigate and publicize the UAP issue. He was part of the initial group of former government officials who joined TTSA, and he worked to recruit Elizondo into the organization after his resignation from the Pentagon.[^1]
Semivan is a firm believer in the reality of the UAP phenomenon, stating, "There is a nonhuman intelligence that is living with us on this planet. . . . We are not alone, and we never have been."[^1]

### Support for UAP Legislation

Senator Rubio was the chief sponsor of the bill that mandated the Director of National Intelligence to produce an unclassified report on UAP, which led to the landmark June 2021 "Preliminary Assessment: Unidentified Aerial Phenomena." He has been a vocal advocate for taking the UAP issue seriously, stating that "There is a lot we still don’t know about these UAP and that is a big problem. We’ve taken some important steps over the last few years to increase transparency and reduce stigmas, but more needs to be done."[^1]
He has worked closely with a bipartisan group of senators, including [[Kirsten Gillibrand]] and [[Chuck Schumer]], as well as with [[Christopher Mellon]] and [[Luis Elizondo]], to draft and pass legislation that has established a permanent UAP office ([[All-domain Anomaly Resolution Office|AARO]]) and created a secure process for whistleblowers to report UAP-related information to Congress. His leadership on this issue has been a critical factor in the recent progress of the UAP disclosure movement.[^1]

Senator Stevens' interest in the [[Unidentified Anomalous Phenomena|UAP]] topic may have been influenced by his own experiences as a pilot. During World War II, he flew transport planes for the Army Air Corps over the Himalayas, a region known for strange aerial phenomena. He openly admitted to having witnessed a "foo fighter"—the term used by Allied pilots to describe UAP—during one of his missions.[^1]
