Richard DeLauer was the Undersecretary of Defense for Research and Engineering. He was an alumnus of [[California Institute of Technology|Caltech]], the same institution where [[Qian Xuesen|H. S. Tsien]] had studied and co-founded the Jet Propulsion Laboratory[^1].
DeLauer was aware of the power and influence wielded by Tsien, whom he called the "elder statesman" of Chinese scientific technology and development. After receiving [[Hal Puthoff]]'s sixty-page classified report, "Psychoenergetics Research in the People’s Republic of China (1982)," and a back-up briefing, DeLauer signed a memo allocating additional resources, Program Six funds, for the psychic research program [[Stargate Project|Grill Flame]] (later renamed Star Gate)[^1].
An INSCOM information paper of February 21, 1983 states that "The Under Secretary of Defense (Research and Engineering) Memo dated 19 Jan 83, has lifted the prohibition on the use of P6 funds in support of Project GRILL FLAME," that the Director of the GDIP Program, Mr. Hurwitz, "wrote the Memo for the Under Secretary," and that one of Hurwitz's objectives was to "Keep the SRI team intact - Use the Dr DeLaurer Memo to get funds to SRI." The paper states that, based on the memorandum, Dr. [[Jack Vorona]] of the [[Defense Intelligence Agency]] had obtained or received a commitment of $200,000 from [[DARPA]].[^2] A paper of February 28, 1983 asks the assistant chief of staff for intelligence to clarify the wording of the "Dr DeLauer Memo," quoting it as stating "... Program 6 resources may be used to maintain the current Army INSCOM capability...", and whether it limits INSCOM to the five people authorized by Congress in fiscal 1982.[^3]
