Bill McCoy was a retired Chief Warrant Officer from the United States Army Criminal Investigation Division. He became involved in the Danny Casolaro investigation of the PROMIS software. McCoy obtained Federal Bureau of Investigation wiretap affidavits from Peter Zokosky on January 17, 1991, and subsequently provided them to Danny Casolaro. McCoy died at home in 1997.¹
