Richard Allen was a figure with connections to the Jimmy Carter administration. He was part of the USA delegation at the Washington meeting (October, 1980) in October 1980, which included Robert McFarlane and Lawrence Silberman. Richard Allen had a deal with the Ronald Reagan camp that assured him the position of national security adviser for Ronald Reagan.1
