Paul Palmer was an informant for the United States Government. He became an informant after being busted for selling chemical precursors. Palmer put Ben Kalka in touch with Michael Riconosciuto to obtain monomethylamine, a key ingredient for methamphetamine production, as part of a federal sting operation.1
