Simon Gabbay was a cousin of Ari Ben-Menashe's father and the head of a Jewish organization in Paris, France. He served as an Israel intelligence asset for many years.1

Simon Gabbay coordinated the October 1980 Paris meeting between Israel and Iran delegations, which included George Bush, William Casey, and Mehdi Karrubi. His role was to eliminate direct contact between Israel and Iran embassy personnel. He continued to serve this function in subsequent years.1
